it is in the federal law. if, god forbid, we had a real problem with hurricane sandy hitting the northeast, the emergency procedures in our constitution said the state legislature then would elect or nominate the electors to the electoral college. if we cannot run an election for some reason, we still have a backup plan in place in that eventuality. each state has a slate and when you vote for president, you're not voting for president, you are voting for the slate of electors. these people are going to vote for who they think is best to be president. each state gets a number of electors equal to the number of representatives plus the number of senators which is true for each state. those people are elected on election day. they don't actually come together. they mail it in. it is early voting with them as well. they select the winner. in the event of a tie, in the electoral college, we go to the congress and the procedures there where each state votes as a unit as to who they think is going to -- who they wou
